I worked at a resort for a few years, nothing like Disney but still a large venue.  There will always be open sites/room even if the resort claims that they are booked to capacity.  Say you have a reservation for 10 days, get to the site and the electric box got hit by lighting the next night.  Disney being Disney is going to have another site open for you, it's part of thier customer service.  It does seem like they like to be on the far end of the spectrum with how many sites we see open when it's supposed to be full.  I also think the reasoning behind why they make their computer systems so crazy is to compensate for the obvious human error of the CMs at the Fort.
