I'm not sure about the laws in Florida but you might be able to have Matt "Quit claim deed" the condo into his and your name. Here in Oklahoma you'd just have to pay a filing fee to the county clerk. Since its staying in the family. Then get on the board and enforce every dang rule they have. I bet there are other board members that break the rules and don't have to answer for their infraction.
