It's a program where the kids do educational classes, and you get discounted tickets. But, I've never done it. I know they raised the ticket prices in the last year or two, so it's not the same deal it once was. That's all I know though. We've never done it.

I went before they increased the price of the tickets.  We loved the classes though. We did ours at Epcot because it was the only day/park that both kids could do their classes on the same day/time.  We did get stuck sitting through the Jackson show thing though.  My eldest and husband did the photography one.  Husband said the teacher knew his craft and was very good.  The down side is it does take up hours of your park day and you do have to use one of your park day ticket allotments for the class and I believe it was an 8 day ticket max at the time.  Not sure what it is now.  The savings was phenomenal back then.  We would not have gone to Disney that year without the discount tickets.

Would we do it again?  Yes.  Even though the discount is not a big draw anymore.  We really liked the classes and now that the youngest is older, there are more interesting classes to choice from.

We were not eligible for the dining program.  The way I understood it is that the dining plan is tied to tickets AND room reservation.  These tickets could not be tied to our room reservation ahead of time.  You pick up your tickets at Guest Services, not at your hotel.

We did this a few years ago. My husband did a class with my older two kids while I did one with my youngest. Both classes were at The Living Seas, about oceanography. The kids liked it, didn't love it. But this was with the old ticket discount they gave you and it was a fantastic deal. If they still offered that discount we definitely would do it again. I think they offer a photography one now which one of my kids would really enjoy. I should maybe look into it.
