Of course in PA anybody can get an inspection sticker for 20 bucks, so the jerks who drove the rusted out POS before still drive them.

I once passed my Toyota with a rotted frame by buying a case of beer for the mechanic. Unfortunately, the state has been cracking down on the lick and stick shops around here.

 

I've spent enough time in Philly to think that banning rusty cars in PA is hilarious.

 

In my neck of the woods, they either dont get the vehicle inspected or register it as a farm vehicle which exempts it from inspections.

That looks like a small rust spot. They've got some pretty tough rules in PA

If the rusty bed is the only problem, I would replace the bed with a utility bed, one with the tool boxes on sides, and use them for storage when pulling the popup. You can lock them and have a spot for most any thing.
